Would a new guy that wants to be a friend with your gf ask them to go out to eat all the way in the city?

I want to have an open discussion so I would like input from males and females if possible please...So this would be the one of the first few times that they have got together to hang out. I am just very curious to know if this guy is friend material or trying for more? Would how long they were out matter ( About 4hrs , till 2am) ? Would it matter that she doesn't do that normally be a concern ( She usually says no because she is too tired to go far)? What does her saying , '; I encourage you to go out with friends and make new friends'; mean (Used as validation so she can do it herself or is she for real)?Would a new guy that wants to be a friend with your gf ask them to go out to eat all the way in the city?
